The specialized technical consulting services that are being provided are related to the structuring of a common model of Concession or PPP, which will promote the universalization of the collection and treatment of sanitary wastewater in Volta Redonda, using best technologies to ensure the city’s development, while respecting and caring for the environment and improving the life-quality of citizens in the entire region.

Necessary services are being provided for a Complete Structuring of the Concession, including technical engineering aspects as related to economical-financial issues, legal issues, and social-environmental issues for elaboration of the projects, reports, assessments, writeups, and information for the steps as indicated below:

▪ Step 1 – Project Evaluation
Diagnosis; Communications Plan; Environmental Studies; Engineering Studies; Market and User-Demand Studies; Economic-Financial Modelling.

▪ Step 2 – Contract Structuring
Operational modelling; legal modelling.

▪ Step 3 – Outside Validations
Provide counseling at consultancy events and public auditions; prepare and conduct roadshows.

▪ Step 4 – Bid tendering and contracting
Provide conclusive opinion of the process.

The mission is being performed by a consortium between Setec Hidrobrasileira, Setec Hydratec, FESPSP (Fundação Escola Paulista de Sociologia e Política) and Pezco (Economics and Economic Intelligence).

This is a Technical Economical Agreement between the AFD (French Development Agency) and the CAIXA Econômica Federal, and it is supported by the SPPI (Investment Partnerships Program of the Brazilian Economics Ministry).
