The project for integrating the São Francisco River with the hydrographic basins of the southern portion of the Northeast Region of Brazil is the most important structural action in the sphere of national policy for water resources. Its purpose is to ensure sufficient water supply, by 2025, to around 12 million inhabitants of 390 municipalities of the hinterland regions of the States of Pernambuco, Ceará, Paraíba and Rio Grande do Norte.
The project is being developed following two axes: the North axis, which will be taking water to the far upstate of Pernambuco, Ceará, Paraíba and Rio Grande do Norte, and the East axis, which will benefit part of the regions of Pernambuco and Paraíba.
The Transbasin Diversion also benefits populations of the backlands and of the semi-arid zone who live not only in the hydrologic axis created by the project, which consists of 720 km of canals and reservoirs, but also those on the rivers and reservoirs that receive the transported water, which reaches more than 1000 km extension.
SETEC HIDROBRASILEIRA has been participating in this endeavor ever since its conception in 1998, when the technical and economic Feasibility Studies and Basic Design were being made, right up to the present moment with the preparation of a Detailed Design, and the supervision of the construction in Lot B of the North Axis, in the municipality of Salgueiro, State of Pernambuco.

TECHNICAL AND ECONOMIC FEASIBILITY STUDIES
SETEC, participating in a consortium, elaborated the technical and economic feasibility studies that resulted in the final alternative for the plotting job. The scope of the studies was to develop the basic design, field and lab surveys and investigations, alternative plotting studies, detailed design of the selected alternative, which included dimensioning of hydrology, hydraulics, and drainage; erosion control; earth and rock works; structural; electric, electronic and hydro-mechanical equipment; evaluation of expropriations; engineering drafts of the access roadways and infrastructure; schedules; construction methods and budgets; as well as economic analyses and justifications for the undertaking.
BASIC AND DETAILED DESIGNS
BASIC DESIGN
- Hydrological studies;
- Geological and geotechnical surveys and investigations;
- Basic Design(São Francisco river’s water collection system, pumping stations, water transfer canal, aqueducts, 2 tunnels, 1 gallery, 17 road-bridges, and 26 footbridges, control structures, drainage systems, 7 dams, substations, transmission lines, digital supervision and control system, mechanical equipment, residential village and jobsites, implementation of the budget and the schedules, and complete bid tender files.
DETAILED DESIGN
- 13 segments of the canal totaling 55.47 km; internal and external drainage of the canal; maintenance roads on the two banks of the canal totaling 89.4 km; 12 dams; 3 hydroelectric power plants; 3 tunnels of which one has an access window, totaling 21 km; 4 aqueducts; 4 control structures; 10 bridges over country roads; 2 bridges over highways; 3 footbridges for crossing the canal; 1 culvert crossing the transfer canal; and 1 gallery crossing the transfer canal.
SUPERVISION OF LOT 3 CONSTRUCTION – NORTH STRETCH
- Technical follow-up and technological control of the civil works, detailed design, supply and assembly of mechanical and electrical equipment in the city of Salgueiro (PE), development of services, such as: coordination, contract/planning management, measurement of the services rendered, and quality control of the civil works.
