When completed, the Rodoanel Mário Covas belt highway will encircle the entire Metropolitan Region of São Paulo at a distance between 20 and 40 km from the center of São Paulo City, totaling approximately 177 km extension and having the purpose of establishing a preferential alternative route to reduce traffic through the city itself. Interconnecting 10 highways, 19 municipalities and the Guarulhos International Airport, the Rodoanel has characteristics of a “Zero-Class Highway”, with complete access control and full conformity to the Intelligent Highway standard.
The construction was divided into four stretches: The West stretch (32 km) delivered in Oct/2002, joins the highways Bandeirantes, Anhangüera, Castelo Branco and Raposo Tavares; the South stretch (57 km), delivered in Apr/2010, connects the West stretch with the Imigrantes and Anchieta highways; the East stretch (43.5 km), under construction, will connect to the Ayrton Senna and Dutra highways, and finally the North stretch (44 km), also under construction, will complete the circuit by joining the Fernão Dias highway, and thereby concluding the circle that joins all the highways that access the city of São Paulo.

MANAGEMENT | WEST STRETCH
The West Stretch, inaugurated in Oct/2002, has 32 km extension and joins the Bandeirantes, Anhanguera, Castello Branco, Raposo Tavares and Régis Bittencourt highways, directly benefitting São Paulo City and the municipalities of Taboão da Serra, Embu, Cotia, Osasco, Carapicuíba, Barueri, Santana de Parnaíba and indirectly all the municipalities on the west side of the Metropolitan Region of São Paulo (RMSP).
Within the contract’s scope, other managerial, institutional, financial, environmental and area-reclaiming activities were performed and grouped into three stages: General Planning, Follow-up, Implementation Control and technical and administrative support services.
Besides these works, other associated projects of a social nature were performed, which benefitted all the population of the surrounding areas and of the Greater São Paulo Region, including environmental management, safety education programs, as well as a resettling program for affected inhabitants
SUPERVISION, INSPECTION | SOUTH STRETCH
Inaugurated in Apr/2010, the South Stretch is 57 km long. It begins at the tail end of the West Stretch at the intersection with the Rodovia Régis Bittencourt, and it connects to the Imigrantes and Anchieta highways, which are the main routes for transporting cargo for shipment at the Santos Port, making this connection much quicker than before. Since this stretch crosses a region of water springs/sources and water supply reservoirs, like the Billings and Guarapiranga lakes, the project was developed in such a form as to minimize the risk of contamination.
Setec headed the EAF Consortium for inspection, supervision and follow-up of the works of the South Stretch’s plot 4, with an approximate length of 17.8 km and involving 30 special engineering structures.
The following activities were developed in this contract:
- Geometric and topographical Control;
- Works supervision and quality control;
- Project development “As Built”;
- Compliance to environmental protection issues;
- Development of an information system covering the technical, managerial and operational aspects.
