The Secretariat of Metropolitan Transports of São Paulo – STM, having the purpose of expanding and modernizing the metro-rail network of São Paulo, implemented the Project South (with financing from the Interamerican Development Bank – IDB). This project comprised the implementation of the Capão Redondo/Largo 13 Metro connection (1st phase of Line 5 – Lilás of the METRO/SP) and the streamlining of Line 9 – Esmeralda (formerly Line South).

In 2009, having obtained a new financing from the IDB, the execution of the “Plano de Investimentos nos Transportes Metropolitanos” (Metropolitan Transports Investment Plan) was initiated. This involved implementation of the IDB Program, the continuation of the Project South as regards increased capacity for Line 9 – Esmeralda of the CPTM, and the expansion of Line 5 – Lilás of the São Paulo Metro, all of them propitiating higher levels of mobility, connectivity, safety, and comfort in the transport services offered to the population.

MANAGEMENT AND TECHNICAL SUPPORT

PROJECT SOUTH

From 1994 up to 2005, Setec Hidrobrasileira, acting in a consortium, performed the management and provided technical support to the STM/CPTM as needed for the implementation of Project South. This included the obtainment of financing, the elaboration of projects, and the follow-up of the entire construction process during the period comprising the first phase of this undertaking.

  • General coordination of the program, planning and control, administrative and financial follow-up;
  • Technical support and obtainment of local and foreign financing;
  • Operational management for controlling, auditing, and inspecting the studies, the works, and the acquisitions;
  • Technical and operational support for STM’s activities as related to the program;
  • Institutional reinforcement measures;
  • Management Information systems;
  • Minimization of environmental impacts caused by the works;
  • Expropriations and resettlements;
  • Specialized advisory services.

IDB PROGRAM

From 2009 to 2014, SETEC, acting in a consortium, performed the management and provided technical support to the STM/CPTM and to the METRO for implementing the IDB Program designed to give continuation to the Project South with IDB financing, having the purpose of expanding the capacity of CPTM’s Line 9 – Esmeralda. This involved the purchase of eight new trains, the modernization and expansion of the signalling, telecommunications and energy supply systems, while at the same time decreasing the headway from 6 to 4 minutes. Also included was the expansion of Line 5 – Lilás of the São Paulo METRO, by building 11.6 km of trackways and 11 stations. This gave continuity to the Line’s first phase, connecting the existing Largo 13 station to the Line 2 – Verde, at Chácara Klabin station. This was accomplished through partial financing of the designs, technical, economic and environmental studies, as well as the financing for part of the land acquisition, through expropriation. The scope of the contract involved:

  • Formulation, implementation and operation of an Information System;
  • Support services provided to STM, CPTM and to the METRO for monitoring and evaluating the program;
  • Support provided to UGP and to PMU for the hiring processes needed to implement the program;
  • Support provided towards supervision of supplies, installation services, and project elaboration;
  • Support provided to UCP, UGP and PMU on the Program Administration;
  • Elaboration of Management Reports and other informative reports.

BASIC AND DETAILED DESIGNS

  • Complete Basic Design for the connection between Capão Redondo and Largo 13 and for streamlining Line 9 – Esmeralda (1994/1996);
  • Basic and detailed designs of the permanent trackway and of the track layouts in the Capão Redondo yard.
