CERTIFICATION FOR THE IMPLEMENTATION OF LINE 6 - LARANJA OF THE SÃO PAULO METRO

Line 06 – Laranja will connect the northwest region of the metropolis with the expanded central region, passing through important commercial centers, and other regions that include major learning centers, like: PUC, FAAP, Mackenzie, UNIP, etc. The 15km that runs underground includes 15 stations and 16 ventilation shafts/emergency exits. Also included in the job is a Maintenance Yard and 3 Bus Terminals.
Line 6 Laranja is expected to handle 633 thousand passengers per day, and it will integrate with Lines 1 Azul, and 4 Amarela of the Metro, as well as Lines 7 Rubi and 8 Diamante of the CPTM.
The Rolling Stock will operate in the UTO Mode (CBTC GoA4 without operator). It will be powered by 1500Vdc rigid catenary for feeding the trains.
Setec Hidrobrasileira provided technical services for the certification of all the activities and services that were required for implementing the job that was provided by the concessionaire Move São Paulo in consortium with Concremat.
The work that was developed included validation of the processes adopted and the results obtained by the concessionaire, as well as analyses of the requests for financial/economic rebalancing of the PPP Contract.

TECHNICAL SERVICES PROVIDED FOR THE CERTIFICATION
- Verification of all procedures and methodologies applied;
- Analysis and assessment of the general planning for implementation;
- Verification of the performance of the concessionaire’s activities as related to the several areas that were involved in the implementation (engineering, supplies, construction, assemblies, expropriations, rearrangement of interferences, obtaining licenses, etc.);
- Verification of the conformities regarding completeness of the information supplied, as opposed to what was verified in the field or in the available documents;
- Analysis and assessment of the compliance to events related to release of financial funds or to transfer of funds made by the Grantor or other financing organisms.
SPECIFIC ASSISTANCE
Legal
- Verification, analysis, and assessment of the Expropriations & Resettling Plan, including the initial petitions and respective instructive documents for all the 371 expropriation suits related to 402 areas together with their respective legal payment forms;
- Follow-up the protocol of all the expropriation processes;
- Analysis of the correctitude of legal interpretations made by the Concessionaire and by the Grantor as related to the Concession Contract and its execution.
Financial/Economic follow-up of the Sponsored Concession Contract
- Follow-up of the plan for financing and implementing the Share Capital of the concessionaire;
- Verification of the financial/economic well-balance of the PPP contract and, in case of imbalance, verification of the values of the resulting contract amendments;
- Monitoring of the financial-economic structure, including the capability for making the implementation investments and to cover the cost of capital;
- Follow-up of the monetary inputs and verification of the readjusted values of these payments.
